The focus of the Title III program is to ensure that our English Learners are learning English while meeting rigorous state content area standards. It is a federal entitlement through the Every Student Succeeds Act (ESSA) that focuses on supplemental services for English Learners (EL) and recently arrived immigrants. The purpose of Title III funding is to provide student support for language acquisition and student achievement. Similar to other ESSA entitlement grants, the funding allocations are based on district student population. However, both grants have additional qualifying criteria or specific guidelines, such as a cap on administrative cost, threshold restrictions or distinct identification criteria. A portion of the Title III, Part A – Language Instruction for Limited English Proficient and Immigrant student funds is allocated to provide learning activities for students.
The purpose of Title IV is to improve student academic achievement by increasing the capacity of state and local educational agencies by providing all students with access to a well-rounded education, improving school conditions for student learning, and improving the use of technology in order to advance digital literacy of all students. It is funded through the Florida Department of Education Federal Programs and the Every Student Succeeds Act (ESSA), and was signed into law in December 2015. It reauthorized the Elementary and Secondary Education Act of 1965 (ESEA).
